Changes to the Aged Care Bill for 2025

On 12 September 2024, the Australian Government presented the Aged Care Bill 2024 to Parliament. Following its approval on 25 November 2024, it will take effect as the new Aged Care Act starting 1 July 2025. This legislation establishes a rights-based framework, emphasising the rights and wellbeing of individuals receiving government-funded aged care services.

What Is Support At Home?

Support at Home’ is the Australian Government’s updated program offering personalised, flexible home care services designed to help you remain independent at home for longer. The program’s primary goal is to ensure older Australians receive the right support at the right time, enabling them to maintain their independence, improve their quality of life, and reduce the need for residential aged care.

What’s in the new Support at Home program?

Simplified Assessments

A single assessment process for faster, tailored care.

Increased Funding

Annual budgets based on care needs.

Expanded Services

Access to new programs, including assistive technology and home modifications.

End-of-Life Pathway

Enhanced support for those nearing life’s end.

What’s No Longer Present?

Home Care Packages Levels

Replaced by eight funding classifications

National Priority System

Replaced by a needs-based prioritisation mechanism.

Assessment-Based Priority Tiers

Participants are assessed using the Integrated Assessment Tool. Their responses automatically assign them one of three priority rating tiers:

  • High
  • Medium
  • Standard

Interim Funding

If demand exceeds service capacity, participants may receive an interim allocation of 60% of their budget while waiting for full funding. The remaining 40% is allocated when funding becomes available.

Reduced Wait Times

Wait times for services are expected to decrease progressively, targeting a maximum of three months by July 2027​
